==== 1998 Vladivostok Operation ====
In 1998, the M.A.N. Agency authorized an [[Vladivostok Operation|economic operation]] in Vladivostok, Russia. The operation was led by Dr. Samuel Redmond and conducted in coordination with [[Grigory Venkov]], the Agency’s primary regional contact. Alexander and two additional Agency associates participated in the economic operation in Russia.

The operation occurred during the post-Soviet privatization period. The Agency sought to exploit weakened regulatory oversight and rapid transfer of state-owned assets. Redmond handled labor-related negotiations, while Alexander and the other associates managed financial structuring, capital routing, and acquisition of undervalued assets.

Following completion of the operation, Redmond ordered the delegation to return to the United States. Alexander remained in Vladivostok for an additional night, against the instructions of Redmond. 

Morrison’s failure to comply with Redmond’s directive resulted in internal disciplinary action. As a corrective measure, Agency leadership elevated Redmond to the [[M.A.N Agency Board Member|governing board]]. The decision intensified a long-standing rivalry between the two men.

The night that Alexander stayed in Vladivostok, Morrison met [[Victorya Solovyova]], who was engaged in sex work near the hideout of the Agency. The two converse and Alexander bought her services and spent the night in an abandoned motel. Afterwards, Alexander fell madly in love with Victorya and maintained contact with her after returning to the United States. He later arranged for her relocation to Los Santos against the wishes of the Agency.
