In a private meeting after her graduation, Venkov and Victorya disclosed Alexander’s involvement in the M.A.N. Agency—a covert criminal organization with deep political and financial ties in San Andreas. They revealed that his death was not random but orchestrated due to internal power struggles and his efforts to pull away from the agency. The information confirmed suspicions Alexa had long held and became the catalyst for her to continue his legacy, this time with the intent to reclaim influence and dismantle those behind his execution.

Alexa enrolled in a master’s program in Management at the University of San Andreas and completed it by the age of 21. Her academic research focused on organizational structures, leadership theory, and financial control mechanisms—skills she intended to apply to her growing influence in Los Santos. Soon after, she began a part-time Ph.D. in Applied Economics and Strategic Management, with a dissertation centered on monopolistic behaviour and underground market systems. Her studies were strategically tailored to mirror her real-world operations.

In early 2021, Alexa established her first company, [[Alexa Inc.]] (later Liberty Exports), with the support of Victorya and Venkov. The company operated as a logistics and consulting front based in Hawick and served as her entry into both legitimate business and underground logistics. As operations scaled up, she restructured and rebranded the company later that year into Liberty Exports. The new entity retained its corporate façade but was optimized to enable more discreet transport and storage operations. Using her academic background and access to financial tools, Alexa expanded into property management and acquired warehousing locations in Cypress Flats and La Mesa.

One of the most pivotal events tied to her early expansion was the [[Cypress Flats Massacre]]. In an effort to eliminate competition and secure her logistics pipeline, Alexa orchestrated the coordinated elimination of 48 Vagos gang members operating in the area. This event, while brutal, was decisive in clearing the territory and solidifying her control over key distribution infrastructure. It marked the point at which Liberty Exports transitioned from a covert logistics firm to a recognized force within the criminal network of Los Santos.

By 2022, Liberty Exports began to shift into protection rackets and shell asset management. Alexa’s control over logistics routes and storage hubs allowed her to undercut competitors without attracting attention. In late 2022, she moved into narcotics distribution—coordinating supply chains for marijuana and cocaine with assistance from biker networks. This marked Liberty Exports’ transition into a fully operational multi-branch criminal entity. Later Alexa would form her own motorclub named [[Rattlesnakes MC]]. Although she was the President, she was only interested in the drug market it provided.

That winter, Alexa partnered with [[Billy McBardigael]], a construction contractor with criminal ties, who assisted her with infrastructure and transport security. Through Billy, she met [[Jim]], a cowboy with extensive firearm experience. The trio formed an operational collective known as the Locals, which coordinated regional smuggling and protection activities. Jim operated from Del Perro while Billy remained mobile, offering tactical flexibility.

In late 2023, Billy brought his cousin [[Edward McHaggis]] to Los Santos. Edward, a Scottish national seeking income to support his wife in Italy, was aided by Alexa and Jim in establishing operations in Rancho. While Jim and Billy grew closer to Edward, Alexa remained sceptical. She disapproved of Edward’s early behaviour, which included excessive partying and a lack of discipline. Alexa frequently described it as "irresponsible behaviour." Despite her reservations, she recognized Edward's potential value and supported his establishment in the southern part of the city. As the syndicates expanded their presence in Los Santos, they began planning various heists with the assistance of Lester Crest. One of their most notable operations was the robbery of the Diamond Casino, executed by infiltrating the facility while posing as Gruppe Sechs employees.

Alexa further expanded her front operations through a new holding structure under her control. This included a bail office in cooperation with [[Maude Eccles]], a salvage yard in Strawberry, an auto shop on Popular Street, and an arcade called [[Eight-Bit Arcade]], which served as a base of operations for heist planning. She also operated a nightclub in Downtown Vinewood. These businesses operated under Liberty Exports and served as covers for broader criminal activity. With Edward’s arrival and integration into the network, Alexa, Jim, and Edward became known as the Big Three—later forming the Big Four. Following Billy’s passing due to terminal lung cancer, Tony assumed his position. Despite this change, the group maintained a unified front and continued to exert influence over major districts in the city.
